I'm not sure that Sephiroth will find that the productive solution though, given as it's no real change to his circumstances from when he was at Esdham and unlikely to inspire the kind of cooperation they (he) really want. He might take it upon himself to try and lay out some 'conditions' with Mograma and Sparks (since he's the highest ranked cop?) that might allow some measure of conditional freedom? At least, when Sephiroth does come back to AI from Esdham, supervising Mograma is to be one of his 'to-do's.
I was thinking of perhaps popping something on the NPC contact post about it and seeing what exactly Mograma's stance is first? I was also thinking of a Mognet letter to those in the Military & Law enforcement, to advise them of the situation and perhaps organize some sort of meeting to lay out some concerns/guidelines?
