For what it's worth Sephiroth isn't on the onion-knight list either and he's been here since the start! Neither can he pilot a magitek so it's kinda screwed on that front also. As I said in the comment to Ira I've no idea which route to pick with him in the upcoming chaos but I'm sure it'll make itself clearer once we get there.
In the meantime, he's not so good at helping anyone find their feet but at least Ellana understood where he came from on the army front so there's that!
