I'm not sure how public that was either but (iirc) Lucrecia kept it all in a journal which I'm sure that Sephiroth has at least been through once or twice so there must be some idea about it - I also need to go back and read that again for a refresh before we start thinking in that direction too.
The fact that they were able to get in during an -obviously intended- blackout at the Tower, to save Downapolis has kind of underlined the importance of 'doing something' about the cult, at least to Sephiroth anyway. A security risk like shouldn't just be ignored...
