Sure, they were rogues with an fantasy-Asia veneer, but Elan was all in favor of suspending the mechanics for the sake of story. And 'The Great Ninja Yuffie' sounded like it had a story behind it.

Possibly the story was 'Yuffie is egotistical', but many things start like that.
